Even if they know it isnt that controlable in Laning Phase. You have to CS so you will be in the Mega Form multiple times. Later, when you are already feeding, you can prepare the Mega Form for a Teamfight but you will fall pretty fast.

I would change Gnar like that: The Transform becomes his Ult (the actual passive for mini gnar rests and the Mega Ult will be his ult when he transformed similar to Riven, but he doesn't transform back after he activated it. His passive stays the rage bar: The rage bar decreases like now when he is in the Mega Gnar form and Gnar will transform back if the bar is empty. That means if the rage bar is full he will stay the same time as now in the Mega gnar form but if its emptier and you transform yourself, you will stay a shorter time in the big form. But one thing: If you click the ult it will take a short time till he transforms and you can activate an ability to make it happen faster(like it is now) Srry for my bad English :)

A change that maybe would fix Gnar's randomness problem. Your ult in Mini-Gnar form activates your Mega-Gnar, when used it consumes all rage you have (the more rage consumed, the longer the duration of the transformation). If necessary they could make the ult accessible before lvl 6 (maybe not letting you use the Mega-Gnar ult until you've got 2 points in the ulti?). Thoughts?
