I think he should've had legs because in the series we see that astro G-Man in the poster in 74 was standing on something and since G-Man is a traitor and trying to return from earth with his past upgrades which means that possibly the arms and legs are supposed to replicate his old self like how many other toilets were supposed to look like astros, so his astro form might have not just the arms but also the legs and when charging he would make a shield, lift up his legs and charge
