Actually international space law comes into play. The nation they launch from are responsible for their activities. Since the FAA currently controls US airspace it falls to them. We need a specialized Space Flight administration. The FAA isn’t designed for this discipline.

Since NASA's plan for moon occupation REQUIRES that SpaceX's part is ready, NASA needs to put its APPROVAL and TOTAL SUPPORT for Starship, Superheavy and all the necessary launches. By doing this FAA would have NO juristiction over the development phases of Starship. NASA, it is time to ACT !

Build a launch pad with flame trench in Mexico, build a refueling rocket test, barge them over to Mexico and launch from there. Save the booster catch for whenever FAA gets off it's ass. Test landing legs for the noon rocket there. Put landing legs on the booster and land it in Mexico or at sea. Bet Mexico would issue a launch license without any of this BS. Refurbish one of the abandoned boosters to orbit the starship for testing. Could even test landing legs on a refurbished booster. Looks like plenty in the rocket garden!

We go to Boca chica beach almost monthly and there is so much trash. I think its a mix of stuff from the ocean and people visiting the beach. Even with many large trash bins along the beach. To me this is a issue environmental agencys should be concerned about more so than spacex.

Issue would be that it has to be the same ship. The block 2 is a bit bigger and uses raptor 2 but can easily use raptor 3.
