Maybe you already know this by now, but you need to get your admin efficiency to 100% to get more money from tariffs. That usually fixes the economy (unless you're in a sphere, then tariffs are completely useless). The easiest way to get that efficiency up early game is to get 1% of your total population to be beaurocrats by sponsoring them in the budget tab (at 50% it supports a roughly constant number) and by promoting them using national focuses. When sponsoring htwm in the budget tab, don't forget to get the slider back to 50% when you get maximum admin eff., bc it will continue promoting beaurocrats, which won't give you any more money, but will cost a lot to fund
