I made some spawning mops once. I think I used a plastic ping pong ball at the top to make them float. They are a great tool in the fish room.

Breeding neons is easy but rearing the fry is hard . When they have spawned turn the lights off and when inspecting for fry have the lights dimmed. Both eggs and fry are light sensitive. Feeding infusoria is a must and at least 6 times daily . No water changes for at least 2 weeks then 10% per week for first month and gradually increase amount and regularity as they grow clutch of fry usually between 50 too 100. Good luck
