Thanks for the clarification request. The key difference is whether someone is in the process of paying back the debt or not. Owe: From the perspective of the person who has a debt. --> The amount of debt one has. Pay: From the perspective of the person settling a debt. --> In the process of paying back the money.

I needed some money and I was in debt so I borrowed some money from one of my friends because she was able to lend me. The worst thing about lending money to someone is that they don't remember you lent money to them and you have to remind them to pay you back.
