No. He's referring to one of the main Jobs Green Berets do and that's form local relationships with people against ISIS, Taliban etc. Remember unlike Seals, Green berets don't do a certain time for a tour. They'll sometimes spend years in the environment doing reconnaissance, forming relationships, taking out hostile targets in the vicinity etc.

Fun fact about No Russian: once you reach the airfield and get into a shootout with the FSB, you can shoot Kiril and Lev in the back without any repercussions and the mission will just continue as if they had been killed by the enemy.

I’m speaking from experience as an Army, Comradery with a fellow vet as a civilian is like being in another country and not speaking the native language or knowing anyone. 1:33 for those who dont know what hes talking about, there is a full blown mod for this game which replaces all the MW and BO characters, with the characters and T-Dolls from Girls Frontline, which is a Mobile Game and Anime. The modder Loyalist, has made the mod for both Modern Warfare 2, Black Ops 1, and Black Ops 3. However, its best way to use the mod is in Black Ops 1, and its a very good mod as it changes the dialogue, gives the girls expressions in cutscenes, heck, even replaces the names to their name. Voice acting is gonna be added in the future if im not mistaken. (Also fun fact, the t-dolls names in Girls Frontline are determined by the gun they carry, like UMP45, M16A1, AK-74M, Tec-9, HK416 and much more each with their own Personality and design.)
