I think that if it was "control as many provinces as possible" and indirect ownership was allowed (through vassals and such), Ottomans would easily be the #1 choice. As-is, both Timmy and Oirat are very high skill ceiling, so I'd still go for Ottos.

Honestly given how RNGesus can kneecap even the best players and is a hallmark of paradox games they shouldn't give the finalists a choice of nations. Tell the finalists what the main challenge is and then hit "random nation" and make both players play that nation. That will be a true test of skill since they're both playing the same nation and it isn't from a list that could contain their preferred nation.

This also has rng. They need the same seed or smth. But seeds don't exist in eu4

The issue with this method would be the random nation being something one player is more familiar with it that the other, thus getting an advantage. Having a pick from a few does allow them to select something they are more comfortable with. But I don't think you can make an EU4 match completely fair as RNG is a core part of the game
