You can use the clay tubes as a h polish and trim dynamic brush with brush modifiers, you can Also do it with any clay based brush

Speaking of the mouth, what I discovered recently is that it's much easier to make if you make actual oral cavity. After making basic shape of the mouth I mask the space between, extrude it inside and infliate. Then I mask chin and lower lip and make them a separate polygroup.

Eyes are easy :). Just spheres. Jaw, depends on the character but has to just make and reropp it with slightly open mouth.
