Can you clarify a bit more. Im assuming you have a billboard with a video in it? If thats the case you can just mask the current video out and insert the one you wanna insert.

Try switching your settings between 4k vertical and 1080p vertical. It should work

Press q to add it above your timeline or press p then move it above if it’s already on the timeline. You can download the adjustment layer using the link in description

Try adding a blank adjustment layer on your timeline then add motion blur above that
