Humanitarian Capacity Building

The Sphere Handbook is an internationally recognized set of common principles and universal minimum standards for humanitarian response. The Standards are designed to help you provide a high quality response to a humanitarian situation and to improve the accountability of humanitarian workers to affected populations, to donors and to each other. This video introduces the key life-saving areas addressed by The Sphere Handbook.

This video includes the statement “2,100. That’s the number of calories somebody needs a day to survive with dignity.”. This is INCORRECT, and the Sphere Handbook does not make, and has never made, this claim. You cannot know how many calories someone needs until you have met them, because there are myriad contextual factors which determine how many calories each individual needs. The Sphere standard in question is Food assistance standard 6.1: General nutrition requirements, which states that “The basic nutritional needs of the affected people, including the most vulnerable, are met.”. This is qualitative and universal, i.e., always true. There is an indicator associated with this standard which is expressed as follows: “Percentage of targeted households that receive the minimum food energy requirements (2,100kCal per person per day) and recommended daily micronutrient intake”. This indicator (like all Sphere indicators) is something which can be measured over time to show progress towards (or away from) achievement of the standard. But even if 100% of households receive 2,100kCal per person per day, this does guarantee that the standard is being met. Indicators must always be considered in the operating context. Sphere has been (unjustly) criticised in the past for attempting to quantity human needs by people who concentrate on numbers in targets and indicators while ignoring the standards - which are much more important. A better sentence in this case would be “To survive with dignity, the basic nutritional needs of affected people, including the most vulnerable, must be met.” Otherwise, the video is nice (if a little out of date now).
