Instead of using poiseuille's law, you can still show why the heart needs to work 16 times more when the radius is reduced to half. 1) Start with cross sectional area of artery which is given by A = πr^2. If radius becomes half then A becomes A/4. 2) Now put this continuity equation, so A1V2 = A2V2. If A2 becomes A2/4 then V2 should become 4V2. 3) Now put 4V2 in Bernoulli's equation and you'll see why the heart needs to work 16 times
