I've always wondered whether Penkovsky might have been a deep cover plant by the KGB; he turned up at just the right time to convey to the United States that he Soviet Union was not looking for war. Same thing with Gordievsky (whose initial recruitment and then "escape" from Moscow seem highly improbable). Gordievsky also turned up at just the right time to convey to the Americans and British that, fundamentally, the Soviet Union did not want war. Both of them communicated messages to the West about Soviet intentions in a way they would find believable

It was incredibly dangerous in 1961-62, 1967-8 and 1982-84. Each of those spells are periods where a massive increase in Soviet nuclear sub capability in numbers, speed and silencing has occurred. The tragedy of the Profumo affair is it destroyed the last British Government with any serious intent to fight at conventional and tactical nuclear levels and which could have gone to the strategic level. The 64/Labour government had people in every serious military/political position who would have been determined not to go to the highest level. Britain's resolve was already starting to crumble in 1962 because of the left driven fallout from Suez and the real impact of excessive nuclear testing and the clear ending of any real British understanding of changing US nuclear war fighting and conventional war strategy. Profumo was a brilliant logistic supply army general who at the political level had handled the change to s professional volunteer British army and end of conscription. In the event of all out war, while not in the peacetime cabinet, he was Minister of war and Sandy's, Soames, Enoch and Profumo were the 4 ministers designated to decide on nuclear retallustion from the UKs main war command bunker (Hennesy,) they and the surface area command Hailsham,.Brooke, Thornycroft and probably Harrington might well have hit back.
