That is a common buy menu item on TTT servers. On other servers it's a normal gun that spawns, which causes confusion. Like with the AWP, sometimes it's a traitor weapon and sometimes it's not.

@Jon Movi apparently they added the headshot mechanics back, regardless of guns used. Also I'm pretty sure it was just a server/gmod update that resets the game rules (as Ben said in a previous episode, "the perfect Bee's map")
