this implied the fact that silver cutlery had been previously robbed by the man, I suppose...very witty indeed.

It was a running gag. Wherever people went, they nicked the silverware, and it would fall out when they moved or shook hands etc. You would have a film clip showing a newsreader leaving the TV Studio with a suitcase. The case would accidently spring open and out would fall loads of knives, forks etc. It's funnier when you watch the series and it just happens. Running gags lose a bit when they are explained.

Harpo Marx did it first I think...shiny cutlery falling out of his overcoat sleeve as he innocently and happily shook hands with the patsy. Even the soviet commies thought it was funny and pranked him with the same gag when he went on a visit.
