This is Spintires: Mudrunner and it is not available on cell phones. PC, xbox1 and PS4 but you can only get mods like the map he is using here if you have the game on PC. Microsoft and Sony very very rarely allow mods on any game that uses their consoles.

The tire on the back was his repair points when he hit the tree and broke the jeep he had to use the to repair the vehicle.

No I do not believe so unless the person that made the mod ported it over from the old to the new game or vice versa. You'd have to search the Steam workshops for the game, if you have it on PC that is.
