The song is basically saying, I can't be silent (it can also be interpreted as God is so good that I can't keep quite and I have to share or the Spirit of the Lord is so good that I can't help myself but praise him - thus you can't keep quite about His Glory) and the second part is come down Holy Spirit (literally)
