As the shell follows the rule of octet because of the octet rule we fill 8 electrons in the outer shell

The reason the third period of the periodic table has only eight elements even though it can hold 18 electrons is because the first two elements, hydrogen and helium, fill up the first two slots. This leaves only eight slots left for the other elements to fill up in the third period. So, even though the third period can hold more electrons, only eight elements fit in there because the first two slots are already taken up by hydrogen and helium.
