They didn't... they were talking about the Saitama qualifiers. They lost in the first round "this" year, but in some previous years they got to round 2 or 3. Since the tournament is straight elimination, and there are nearly 4000 teams in the nation, there actually tons of teams that never win in an official game (like Haruno's teammate at Musashino said), and Urawa Nishi was one of them this year even though they have sometimes been able to win games.
