Why he plays with Australia instead with Spain? He has grown most of the time in Spain

When he was a kid living in spain, his mum tried to get funding for his coach from the Spanish tennis organization, they said no, so she asked Australia and they said yes. She said he will never play for spain, no matter how much the offer him.
