How far back can the cantel/panels sit on a horses spine before it causes problems?

It depends. I realize that isn't a great answer, but it very much depends on the saddle. Western saddles can go all the way back to the lumbar vertebrae with no issues. An English saddle that fits poorly will cause issues if it's over the last few ribs. This is why it depends. Saddle fit and type is a very important component to the answer and varies wildly.
