8:27 "Knowledge is power" in Japanese means "Chi Wa Chikara(知は力)". 8:36 "Leash is power" in Japanese means "Chiwawa Chikara(チワワ力)". Anya's misunderstanding is a wordplay with Japanese pronunciation.

Thanks. Actually it's hard to understand it without context, specially when only works in Japanese.

In the manga, Yuri said "it's the whole enchilada" after the knowledge is power statement. Then Anya misunderstood it as "Knowledge.. is a swole chihuahua?"

How do you say "Belt is power?" Because I'm gonna belt'd my son.
Hm, so, it seems Episode 18 covered Two Chapters, like I figured, and with that there’s now only One Chapter left of the Midterm Exams Arc for the Anime to Cover, since the Arc is just Five Chapters long, with only the Last Three actually being about the Midterm Exams Plotline, Though, that does leave the Question, of what Episode 19 will Cover? Will it just Cover Last Chapter of the Midterm Exams Arc (with maybe a Short Chapter alongside it) or will it Cover the Last Chapter of the Midterm Exams Arc alongside the First Chapter of the Next Arc? Well, i guess we’ll have to find out, Regardless, I will look forward to how well it has been Adapted. But anyway, as for this Episode, we’ve learned a few things: 1. That Anya’s Abilities doesn’t work during a Eclipsing. 2. That Yuri doesn’t like Anya, because to him she’s just Loid’s Daughter and he does not like Loid and at the same time Anya isn’t so very fond of Yuri either, because she doesn’t like his thoughts, so it isn’t really anything to worry about. And 3. That Anya is apparently not as dumb as you might at a first glance, that she does at least possess a Above Average Intelligence, something we will learn more of as we go.
