3:09 at that time (ep 2) when they stopped them _they followed it up by saying it was impeding in the democratic process since it can make people change their mind on what to vote for. They did not say they could not be aggressive to each other in general _both incidents had different context. Yes they are trying to get them used to hurting each other & lower the # but mainly the reason why they intervened the first time and not now were because-of differing situations. Back then they would have preferred the game being terminated is not due to ppl being intimidated into it & thus having to postpone it when not necessary.
