he says he has given the letter for vrs based on their discussion three months back.. he also mentioned in some interviews that there were some internals conflicts in isro at that time.. giving an application for vrs doesn't mean that he would leave isro and he would leave India..

No. Suppose, you are working in a company and you are the head of a major technical team. You have some strong suggestions and recommendations but the top brass are not giving proper significance to your points.. if u are confident about yourself and sure that they cannot simple throw you away, the best way to get your suggestions considered is to simply give a resignation letter !
