Simultaneously you can do one regular and one open degree from du.However that ignou part, i am not sure but probably I think you can do, because it is a different institution. Now Talking about that certificate course, yes you can do it. My advice: bro pursuing 4 degrees simultaneously is a huge task !! so, i will recommend you to do only two degrees

Yes it is an off campus college but, the quality it provides in terms of education and infrastructure is unmatchable by some north campus colleges like ramjas, KMC, sgtbk etc. And the placements are also on the higher side , that's why the cutoffs are this much high.
