He's already available as a (good enough) mod, and regularly mods get canonised. Especially official Smash characters. If not, just add the mod, it's not that hard.

Also I Hope we will be able to choose Lucas's Special Moves like Link's Hidden Skills and Standart switch. I really want PK Freeze γ, PK Fire β, PK Thunder Ω and PSI Magnet Ω move at Lucas
