Practical solution: please read it.. Har shift wise cut off nikala jaye...no.vacancies divided by no.of shifts kar ke jitne bachhe honge unmese ... phir koi normalisation ki jarurat hi nahi padegi....sirf all cast ko har shift me equally distribute kar de bass exam dete time.... Isse har ek shift ko dusre shifts se koi issue hi nahi hoga...fir competition apne apne shift me hoga...chahe paper easy aaye ya difficult....jo hoga usi shift mehi hoga....na rahega normalisation na hoga corruption.... pura issue hi solve.....✔
