Someone correct me but I think it is because H.E. Bishop de Galarreta does not speak English very well. He delivers his sermon usually in French or Spanish and a priest would translate them to English.

The homily was translated to English, and the rest of the Mass is not Spanish it was Latin, this is the traditional Latin Mass.

Bishop de Galarreta is Spanish- born and the Argentinian Bishop of the SSPX .
