According to Johannes Jorgensen, it was St. Francis of Assisi that opened the way for Plenary Indulgences to be granted for more than just making or supporting the Crusades. This change came about in a grace filled meeting of St. Francis with Pope Honorius III who granted him the Portiuncula Indulgence. Now everyone knows that to gain a plenary indulgence the practicing Catholic has to pray for the intention of the Holy Father. Today, there is much concern about the intentions of the Holy Father such that many are tempted to stop trying to gain such indulgences. But can the prayer intention of the Holy Father be whatever he wants it to be? Using an analogy, just as a lawmaker or legislator cannot form a law outside of the boundaries set by the Natural Law and the Divinely revealed Law of God (such a law is called a violence by St. Thomas Aquinas), so too the Pope is limited to certain boundaries in making his intentions. Bishop Louis Morrow, in his Catechism “MY CATHOLIC FAITH”, says the intentions of the Holy Father fall within the following boundaries, stating: “The ‘intentions of the Pope’ usually refer to the welfare of the Church and religion. Unless other stated [i.e., further specified], they include: (a) the exaltation of the Church; (b) the uprooting of heresies; (c) peace among Christian nations; (d) the propagation of the faith; (e) conversion of sinners” (ch. 157, pp. 336-7, 1959 ed). In 1219, the sultan Malik al-Kamil received St. Francis of Assisi in Damietta and posed to him a question: “Your Lord teaches in the Gospels that you should not return evil for evil nor refuse your mantle to someone who wants to take your tunic. Therefore, you Christians should not invade our lands.” To which the Blessed Francis replied: “I think you have not read the whole Gospel. Elsewhere, indeed, it is said: ‘If you eye causes you to sin, pluck it out and cast it from you.’ With that Jesus wanted to teach us that when a man has a relative, however beloved he must be, even if he was as dear as the apple of our eyes, if he tempted us to turn away from the faith and love of our God we should be resolved to separate, alienate and eradicate him from us. For all this, Christians act according to justice when they invade your lands and fight you, for you blaspheme the name of Christ and fight to take away from His religion as many as you can. However, if you want to know, confess and worship the Creator and Redeemer of the world, I will love you as myself.’ All those present were taken with admiration by his response (Fonti Francescane, 3rd Section, Altre Testimonianze Francescane, N° 2691, as quoted in Crusade Magazine, May/June 2015, p. 9).
