Boy did you get lucky. Traffic was light and moving well. I've seen that stretch of road in rain like that were you're lucky to be moving 40 mph with some idiot in the left lane blocking traffic and slowing down the whole system and everyone else weaving trying to get around them. Mn. drivers. Bah! I used to work at the next exit where your video ends as you're merging on 35E south, Lone Oak Rd in Eagan. I live in Forest Lake about 35 miles north up 35E. Safe travels to you.
