Bracket Stair Tread Assembly and Layout Problem At Landing

what's the best way to repair a second story cement landing, underneath it's apartment stairs. and the landing needs repair, the 2 bottom units look bad, because of the landing. the bottom looks like there's rust just allot of water damage. thanks if you can answer that and understand my question. great video appreciate it.
