It is prohibited to use heaters that come into direct contact with the bridge steel. it can change the composition of the steel, resulting in the bridge steel weakening. It should be heated in a separate place..

They're doing repairs. Probably a one day job. These are old bridges. Rivets need replaces sometimes.
