Used to be a cashier and at times got asked to cover our supervisor on breaks etc so got to use the tannoy to call for cleaners and the like. The temptation to do just this was super high but I never did.

Dukat's old boss' recording showing up to chew him out for abandoning his post is one of my favorite moments in all of Star Trek. It's just perfect in every way. It deprives the characters of any easy (if politically costly) way out of the situation. It adds a bit of characterization by telling us what Dukat's old superior thought of him, and adding yet another layer to Cardassian paranoia and in fighting. And most of all it's hilarious. Both in bringing Dukat down a peg after his prior smugness, and as the icing on the cake of all of Dukat's own messages throughout the episode, a capstone to that running gag throughout the episode. Chefs kiss to the writers of this episode.

Such a great strand in the thread of how cagey, conspiratorial, and paranoid high-status Caradassians are. Their Failsafe is daisy-chained to an Atrocity Machine, which is itself daisy-chained to a Murder-mabob, all backed up by a Doomsday Device. As ridiculous as it is, by rhetorical time we get Garrick and Ducat’s full backstories it seems completely par for the course.

All Guls must have full immunity because if they didn't they couldn't make any decision fearing prosecution once they are out of office. Dukat is hilarious in this. He's at his most annoying, most self-righteous and smug, and a complete smart arse.......and then the look on his face when he realises he's hosted himself by his own petard is absolute gold. Dukat is my absolute favourite villain. Marc Alaimo plays him perfectly.

I think this should count as an honorary "O'Brien must suffer" episode. Honorary because the suffering happens off-screen after the episode. I can't imagine all the stuff he had to fix after they were done.

To be fair, he did get knocked unconscious by an explosion in a crawlspace. I think that counts as suffering. But yeah, he probably went straight from sick bay to fixing the station and probably had Dr. Bashir follow him around because he wasn't sure that O'Brien was actually fit to be up and walking around.

Both Dukat's swaggering in front of the replicated phaser and his failure to beam out are hilarious, and yet the comedy never breaks the tension. It's a gallows humor thing: "Haha, you're going down with us...but we're still f*cked". Civil Defense is one of the episodes I look forward to when rewatching DS9 every time.

What I love about this concept the most, is the picture of thousands or more of Cardassian officers across their domain spending days recording all matter of crazy potential responses to events, while shitting on pretty much anybody in creative ways, and probably being spied on at the same time by at the very least the Obsidian Order, if not other rivals, on what they have to say about others. Imagine Dukat walking in on his boss talking all that shit about him of things he didn't even do then yet without him knowing the context.

9:07 makes sense, Cardassians never give trials to to the innocent… Odo was their pawn, a tool of the occupation… but they knew he was inherently slippery (just physically) and a genuine believer in the letter of the law and could be a problem for them if he got out of their hands. And a station wide revolt sounds like exactly that situation, because he’s respected by the Bajorans

I love it when a piece of media manages to be funny and tense at the same time, and this episode is a perfect example. It's also a perfect example of constantly making the protagonists' circumstances worse to a point that almost feels ridiculous without it breaking the tension, either. It's simply great television.

9:05 I'd argue Odo's containment is a sign of respect. Dukat figured he could bargain with Bajorans becase They Are Beneath him, but took measures for Odo not unlike HIS boss took measures for him... seeing him to be just as dangerous as a fellow Cardassian, in need of his own special contingancy. Dukat saw Odo to be Just As Dangerous As Him, and within Cardassian culture thats about as hardcore as respect gets.

Also they trusted Odo to manage/handle the Bajorans, but didn’t trust his overall loyalty to the regime. His office’s placement on the promenade rather than in ops is also testament to that. Plus it’s not just about keeping Odo in, but also all the prisoners in the cells behind those two doors and the screens. Which, as we saw in flashback episodes, were often very crowded.

This was a great episode. It was so awesome seeing Dukat knocked down a peg. Being all cocky, thinking he had everything under control and his secret program was infalliable. Only to find out that HIS boss put a secret program inside the secret program to keep Dukat from leaving.

"Choose the failure you can survive" is a beautiful phrase. Excellent. I may have to steal that for my TTRPG campaign. It's also a fantastic counterpoint to the usual "find a third option" route so many stories take, particularly Star Trek and how often it returns to the no-win scenario.

This is one of my favourite DS9 episodes, which was my favourite Star Trek series. The interplay between all the characters in these stressful moments, the tension between Dukat and the others, especially Garak was fantastic. It was also great to see Odo's character show a bit of empathy towards Quark and add layers to their relationship dynamic.

There was a poll on a KZbin channel the other day that asked what was the funniest Trek series of the first 4. It went to TOS and I commented that DS9 isn’t an obvious funny show, but has great humour rooted in its characters which was more subtle. Civil defense is the literally the best example I can think of this. It’s my go too “had a bad day” trek episode because, while it build of the tension, it’s just hilarious watching the characters expression go from “we have a situation” to “ffs really?” In 40 minutes.

In the early to mid 90's I was the weekend director at our local TV station that aired TOS, TNG and DS9. I have a very vivid memory of watching this episode in our production control room after it was recorded from satellite earlier in the day because it was the episode that finally made me feel more invested in the characters of DS9 than TNG. This also reminds me that I need to continue my rewatching of the entire series.

One thing I like is when they destroy the life support system. Normally on Trek, this is treated as if everyone on board immediately starts dying, but in real terms it would be more like Apollo 13: the atmosphere and temperature would slowly degrade until it they eventually freeze or suffocate. Amid all the made up science, it's nice to see the application of some real science.

I love this episode. Everyone gets some juicy stuff to play and I personally enjoyed Sisko frantically 'disengaging the laser fusion initiator' (🤯🤯🤯), the 24th century equivalent of 'defusing the bomb' while the computer counts down. When the overload happens and we're not sure if he's finished, there are a couple of seconds where it actually seems like the station is going to blow up. Great stuff! And great review as always.

What I love most about this episode is how the adversary is not Dukat, or even the Cardassians, but the station itself (technically the security program, but it amounts to the same thing). I really enjoy when scifi shows are able to make the ship or station they are based on a character in the story. If I had a complaint about the episode, it would be the technobabble solution of using a secondary death battery attached to the shields (which as far as I know has never been mentioned before or since) to short them out. Would it have been too difficult for O'Brien to be dismantling those things at the beginning of the episode and in doing so set off the security program by accident instead of the "Bajoran miner revolt" being the inciting incident? Then the use of them later would make sense in a Chekov's gun type way.

Glad you at least brushed on the Sisko "directing the core explosion into the shields" as weak (because why would anyone provide the ability to do such a thing?). I do love how they McGyver the computers in all Treks, but Cardassian computers take the cake, as they don't really rearrange the "control rods". They just pull two test tubes filled with colored liquid out of threir slots, stare at them intently, reinsert them into the same slots, and then tap a bunch of icons on a control panel. At least the isolinear chips of Federation computers get rearranged, though watch the scene on the deflector dish in First Contact for how it can be radomnly different to perform the exact same task (releasing the mag-locks). Of course O'Brien had to be in the McGyver-ing scenes. Colm Meany was actually in at least one McGyver episode, providing some history of the McIvers and M'Ivers, no less.

I once read someone summarise the buildup of the tension as “they do everything right in a tough situation, and things still find a way to get worse”. I think it was on Tor. Of course Dukat’s attempted beam-out was a mistake in hindsight, but as far as he knew he was in full control of the program.

Civil Defense is one of those episodes thay I didnt really like the first time around, but I really really liked in rewatching. It was also nice that Jake had something semi-meaningful to do. My persinal favourite point was the Garak/Dukat/Legate what's-his-name. Plus, after watching Destiny, Garak and Dukat's bickering takes on a somewhat different tone. You do an excellent René Auberjonois impression.

"Civil Defense" is one of countless examples of why I think seasons 2-5 are the best seasons of DS9 (and some of the greatest television writing I've ever seen). They just got out of their goofy "Dr. Quinn, Medicine Woman-In Space"-style first season and they hadn't gotten to the highly...GROSSLY...overrated final two seasons (The Dominion War arc went on FOREVER.) Seasons 2-5 they were creatively experimenting, world-building up a storm and having fun. Wanna see Odo act like a hardboiled detective to figure who tried to murder Quark? Wanna see the Kor, Koloth, and Kang from TOS all together? Wanna learn about the backstory of Garak? Wanna meet the Dominion when they were interesting? Wanna go to a homeless concentration camp in 2024? Wanna see Sisko and Jake fly in a solar ship? Wanna see Bashir and the cast do a James Bond-style episode? Wanna go to the original Starship Enterprise and meet Captain Kirk? They did it all with brilliant, mind-blowing aplomb. Seasons 2-5 (a.k.a "The Maquis Years") is why I didn't give up on DS9.

Great video Steve! I love this episode too, mostly because it shares a lot of elements with my favorite TNG episode (which I’m still holding out hope is included in this series) “Disaster.” Most notably that it gives the entire cast something substantial to contribute to the episode, something that doesn’t happen enough in Trek. I do think Disaster is a little better in that it goes the extra mile of grouping the characters in unexpected combinations and then puts them in situations they don’t normally find themselves in (Picard with kids, Worf in a caregiver role, Troi and O’Brien in command positions). Whereas Civil Defense largely keeps the characters in familiar groupings (Kira and Dax, Jake and Ben, Quark and Odo) and in familiar situations. But still an absolutely fabulous episode.

Good episode and valid critique of the solution in the end. Could have made it more tangible by having two buttons needed to be pressed at the same time, being too far apart and instead of the control rod thingies, Sisko McGyvering a solution to bridge the buttons so he can press "both". :)

Wrath of Khan had a similar climax on the page, but it succeeded because the scene as shot was Spock physically replacing the part and hot starting the warp core. The tension up until that point had been with Kirk on th bridge, but in those final moments it was Engineering, and the bridge was just Sulu punching a button.

It just realizes that DS9 is also pretty utopian in this regard as well. Especially since we'd all end up dead and someone would wind up with pockets lined with Yridium ore.

I'm stoked to hear you cover "In the Cards", since I've just burbled enthusiastically about it in your replies recently. Seriously some of Winn's best stuff, from that brilliant period where, having fully-established her as the Worst, they were like, "But no she's not actually really the worst because people are complicated like that, let's show her talking about the Occupation ("Rapture") or slicing Weyoun to ribbons with the delivery of a single sentence to remind you of that." In fact, in much the way "In the Cards" does some set-up for "Treachery, Faith, and the Great River", "Rapture" sets up Winn in "Cards" just as much as the two episodes together set up the finale. It was a really great period overall in the series.

Such a great episode, and for what it's worth, imo the best DS9 episode from its first three seasons. The fact that it ratchets the suspense and drama and does so in a realistic manner is what sells it for me. This is one of my favorite episodes. But I thought I was alone in liking it. You don't need ships shooting at each other, huge battles, or flying to other planets for an episode to be great. The tension is growing and each obstacle overcome, as in life, shows that this is not the end. Behind her, more come. Like dominoes. A wonderfully created script, with an appropriately increasing pace and tension, interspersed with funny moments. It's like a musical composition. Perfectly written and brilliantly executed. Sorry for my google english. :)

This is one of my favorite DS9 episodes. I know the show is often maligned among fans but it’s my favorite trek. DS9 had my favorite trek characters, particularly Dukat, Odo, Quark, and Garak.

Around a month ago, thanks to seeing a clip from this episode posted by the channel “April 5, 2063”, I realized that I had NO MEMORY of this episode & it’s fairly likely that I missed it when it originally aired in 1994 (I WAS in high school, after all). So, I started going through the DS9 episodes & watching all those that I didn't remember, at least 25 of them.

This is one of my absolute favourite DS9 episodes. The look on Kira's face at the moment the recording of Dukat's boss tells him he's stuck there to die is a highlight. Like she's thinking "Dying isn't so bad if you get to take Dukat with you." 😝 I agree that the ending is a bit flat and rushed. And it would have been fun to see Dukat leaving with his tail between his legs. (Hope the first officer on Dukat's ship hadn't moved all his stuff into the captain's office yet. 😏)

I recently rediscovered this episode and had a great time watching it. It's also clear early evidence that Dukat is not a hero and ultimately self-serving.

Such a fantastic episode, with one of my favorite villains I love to hate. And the moments between Odo and Quark easily shoot this near the top of my favorite episodes as well!

I loved the vehemence in Dukat's boss's voice. It may have only been a what-if protocol, but that legate *knew* Dukat was a POS.
