Crosshair believes in the Empire, or at least that it gives him a purpose if only because they will give him a never ending war to fight, but having that eternal war isn't enough. He needs his brothers back, he doesn't want to be alone.

Definitely feel like this will happen regardless since he'll be alongside Cody. And considering how much of a cold sweat Rex woke up in during Rebels? I have two theories. Rex leads the Bad Batch and the rest of the Clone Renegades in a major uprising against the Empire. Rex and Cody have a final battle where Rex sees Cody die, while the BB fight Crosshair one last time.
