About a year ago, Hasbro tried to get away from using plastic from the black series packaging in order to reduce their carbon footprint. I don’t think it was too well received so they have been switching back. But there are still products from that time still available using that packaging such as the rebel/stormtrooper figures you saw.

You're killing me with The Last Command right now. It's from the original Thrawn trilogy of books by Timothy Zhan under the old, pre-Disney cannon. It's a rather famous set of books and an excellent read. I'd highly recommend checking them out.
