He won't let me because he wants me to upgrade my speeder, I already upgraded it and he is still telling me to upgrade it! Wtf!

Did you do the mission where you add the boost to the speeder? It boosts your speeder for a short time to go over large gaps. If you haven't done that, then that is the mission to look for

Me as well. I boosted the speeder but he keeps telling me to boost it. The mission only sends me to him and nowhere else
