what happens if someone steals Hu Yang? Legal Authority, Palp, Change of Heart, etc... My assumption is that he isn't "being played" on your side, his when played still is in effect on the original target...

If Hu Yang would to ever change sides. His effect is still on the unit that was the target of the when played ability.

Am i understanding your answer correctly in this scenario? so if i'm playing Cad and my opponent has 2 units out, one has 1 health left and the other has 3. Can i successfully get rid of both by playing maklunke? I play it and choose the 3 health for the maklunke damage and it leaves play and then they only have one unit left with 1 health to choose when i trigger Cad's ability.

Yes, That is correct. You have to finish all the effects on ma klunke. Then if your opponent only has 1 unit left. The damage from the cad ban leader can only go to that unit.
