In the first movie, you can notice Starscream is capable of flying in robot mode, just looks like he has a jetpack on

The Term for these Jetpacks in the TF-Universe is thrusters or Boosters. You can see them on many seekers, some Beast Era Predacons like Inferno also had them. And most of the Decepticons from the Animated continuity with flight capability had them aswell. The Megatron from the first and second Movie also had two installed in his back and two at his feet, but rarely used them. You can see them when he drags Jazz and when he rises from the Marianas Trench.

Starscream was a dorito with chicken legs because Michael Bay realised that an F-22 raptor was about twice the size of the peterbuilt truck Optimus was, and because Bay wanted Optimus and starscream to be similar heights, they created Doritoscream
