I think Slipstream is either his intelligence or his taste in women. If she's his intelligence (which he doesn't have) that would explain why she's female, maybe whatever he used to clone himself ran out of personality traits to use so it just created his opposite. There are a few theories of what Slipstream stems from. 1 She is the hatred of/ insubordination to authority. 2 She is his treacherous nature. Either one of those explain why she betrayed starscream later. Then there is the third joke theory "Although she could just represent Starscream's limitless and high-powered ability to be a raging bitch" In reality, they leave it unconfirmed, so much that the creator or writer just keeps agreeing with any theory thrown at them no matter how ridiculous.

Personally I don’t think it’s this deep, but assuming that cybertronians have the concept of gender, even if it’s not entirely identical to ours, she could embody the aspect of the divine feminine. And the more that I think about it, I believe that Slipstream is the side of himself that he's conflicted about - his strong feminine side. It's the part of him that makes the other Deceptions cringe, which is why they and Megatron degrade him and he resents it. Slipstream is a reflection of how other Transformers have caused him to feel about himself. Its hard to be different.
