To protect that oil refinery, toss a dozen trucks at its supply routes and another dozen to a nearby sink. Then if it takes you six episodes to devote a rail network to it at least it cannot despawn. Cheap, and maybe even profitable. But definitely not a multi million dollar sink left to vanish because you lose focus

Pretty sure you still can add the other regional vehicles. If you Load Game > Select options > Advanced Settings (change what you like) > Apply
