There is only one way that a foreigner can legally invest in a business in Indonesia i.e. via a foreign investment limited liability company (PT PMA) which is expensive and complicated to set up and operate properly, requires a minimum capital investment of more than IDR 10 billion, or about US$ 617,000 at current exchange rates (excluding the cost of land and buildings for most industries except some property development activities), cannot have just one shareholder and the Director must live in Indonesia (this is all specified in the Capital Investment Coordination Board Regulation Number 4 of 2021). Indonesia wants passive foreign capital but it doesn't allow foreigners to get involved in low cost businesses that can easily be run by Indonesians and tea in particular is classified as a 'strategic plantation commodity’ under Government Regulation No. 26 of 2021 ‘Implementation of Agricultural Fields’ so it's unlikely that a foreign owned company would be allowed to get involved at any level of the supply chain but there's no harm in trying.
