The way I see it, it shows how self absorbed Palpatine was. He didn't care about the people in his Empire, he only cared about himself.

Sure and in the process makes the entire empire following him after death unbelievable. Maybe palpatines actions were believable but people following him was not.

Plot lines like these are dumb. Absolutely stupid, and no ruler of credible intelligence (sane or no) would hatch any such plans. Nevermind good/evil/law/chaos - a scheme like this makes the ruler appear weak to its underlings, like a toddler throwing a tantrum after losing a toy. Historical events show that this just never successfully happens, even when a maniac leader loses his grip on reality and issues such orders. All that is accomplished is the nutjob loses power faster. Furthermore, Palpatine used droids to deliver the orders? Brilliant. So a callous rebel could hijack one of those droids, or all of them, and make an attempt to end the Empire without even having to fight a battle. Of course, the orders wouldn't be followed except by the most diehard self-destructive screwballs serving in its ranks, but it would instantly cripple the Empire by throwing it into chaos until the screwballs are inevitably killed (with even the successful examples probably committing suicide). On the other hand.... WTF! The Empire had enough satellites for Operation CInder?! Geez... imagine if a few of those had been in orbit around, I dunno, Endor or Scariff? THAT would make sense, as it would prevent vital bases from being captured with records intact (or at all). And for Sith's Sakes, deploy those sats on a Star Destroyer so it can deploy them in the middle of combat to begin scouring a planet of rebel filth without having to first defeat a defending fleet of the rebel scum. I swear, some of Star Wars writers just didn't think things through at all. Still somehow less dumb than Episodes VII - IX and all of the JJ Abrams Star Trek movies, tho.
