My recommendation is embedding Army officers for supervision, monitoring and providing standardised training for the State Police Officers. The embedded Army officers will provide Monthly reports to the State Police Supervisory Review Board made up of members of the Natl. Assembly,Royal Father's,The Military,and Members of Civil Society groups, etc in the State. This will ensure checks and balances of the State Police force. An excellent speech by the former president. Because he articulated the need for state policing in Nigeria in a satisfactory manner. It is crucial that the country should get it right from the beginning in establishing the state policing system. So that the governors cannot hijack the purpose of establishing the state policing system. The necessary laws should be formulated to guide against the potential misuse of state policing in the country. In fact, it is overdue for the country to adopt laws establishing state policing. In addition, the state police should be equipped with sophisticated electronic surveillance systems, and other state of the art tools. They should be trained to modern policing practices to meet international standards.

When I hear Nigerians talk down on the need for state police because the governors and politicians will misuse them, it sounds so uncivilized and under developed. Most of these governors and politicians travel out of the country and they see how effective the police force is used on cracking down crimes of all kind without intervention of the army or other security agencies. The governors and politicians are not above the laws of the land, therefore is there are present laws that favor the governors and the politicians to have full access and control the police activities in the states such laws should be reviewed and changed. The Chief of Police in the State should be the Chief Security office of the State why the Governor should be the Executive, Administrative and the operational head of the State. There must be laws that completely specified the areas of responsibilities without one taking control of the order. Most Nigerian Governors and politicians visit their counterparts in the United States to know how the police system is operated. Since the United States operate on a state system, it would be an advantage for the Nigerian State police System, governors and politicians to under study the system in the United States. No other country in the world operate system. Nigerians should stop according the Governors the power of being in control and misuse of police. They are not above the laws as I have already commented. As President Jonathan has rightly pointed out Policemen are not required in the voting areas for any reasons if Nigerians were disciplined enough. Voting is one of the citizenship right that everyone should appreciate and be proud of. Voting in Nigeria is like going to the war front. In the US people still offer their garages or comfortable area in their home for voting during elections without even the sight of any policeman. Nigerians have exactly the same brains with people that do the rights thing at the right time. President Jonathan just mentioned about his experience in the election that just took place in Senegal, would everything that happened there have been possible in Nigeria, the answer is capital NO. Nigeria has every system in place that work in other places with exemption of the mindset of the people. The State police is not even on yet but the negativity in the minds of some Nigerians outweigh the positive aspect. I truly believe that with the State police there will be competition amongst the states as to which state is free of crime, best state to live in and invest to mention a few things. Each State will have their own police patrolling the highways close to the boarders in addition to the regular border agents.

Anybody who abuses state police should simply be prosecuted to federal court. Malfeasance is simply a function of ability to avoid consequences and governors will do almost anything to not have to leave office before their 8 years are up. A very good submission by former President Ebele Jonathan. However, all the reasons advanced for state police fall short of the most fundamental, which is the fact of Nigeria being a federation. You cannot have only federal police in a federation.. Nigeria is not a unitary state. All the former IGP who are against state police appear to be more interrested in preserving an absurdity for their egoistic sentiments and institutional protection rather than the necessity for a federal structure.

Again state police must be only indigenous people into state police. If one is not an indigenous person he or she is not qualified to be recruited into S/P.
