Q3 only i assumption is correct as in the statement it is clearly written *should be given* . It doesn't mean that govt has appropriate funds it was just a mere Statement that funds should be given(regardless of if govt is having funds). It's just an advice given.

in one question u said govt is charging 2% tax does not mean that they have shortage of money and in other you are saying unaided colleges are permitted by govt to raise their fees as they have shortage of money . first you decide what you want to teach us
