Please also have a look at the TESLA TOURBINE. It can use wet-steam also and is extremely efficient, and easy to make. Once you make a "stamp", you can stamp-out very thin sheets of aluminum. It's only drawback, is that it needs high-RPM, but by using bicycle carbon-drive-belts and carbon-drive-gear, you can create a ratio of a system that works. If think aluminum sheets aren't strong enough, perhaps reinforcing it with some high-density fiberglass, would be an option. Apparently Nicola Tesla also designed a system for automatically balancing a spinning disk, called the "Dynamic Balancing Machine", in order to balance such a system. It would be an excellent invention to experiment on!
