Why is LHA of the star at merpass always 360 ? Can it not be 180 in a case when star's declination has same name as that of lattitude but higher in value.

well, not really. if the value of LHA Aries+SHA Star-Long(W) is greater than 360, then you have to subtract 360 from it to make the value lesser than 360.
