sir , thanks for your clear explanation. vessel B is is need to aware that her Pivot has shifted on her anchor chain ,this case vessel B is un aware of her swing .

The thumbnail showed a vessel restricted by draft (red-red-red. Restricted in manouvrebility os red-white-red.

Rightfully so??? Why are a lack of lights and shapes being ignored? Irrespective of Rule 3(g) if there are going to contest that they were RAM then they should have had RAM day shapes or, at night lights, to make this obvious to vessel A

Question relating to Restricted Visibility : If when a vessel comes in sight amidst the fog intermittently ( Lights slightly visible through the fog), are we still under restricted visibility or in sight of one another ?

To my understanding when you have stated it is in fog RV rules will apply to the situation regardless of if you get close meaning slightly see the lights and in this situation where fog signal will be heard and still not sure of other vessel position should slow down or take all way off as stated in RV this is what I understood please correct if I've misunderstood
