Basically you want to get a program like Ableton (it's very expensive so I'd rec pirating it especially if you're just trying it out. Then you're gonna need to program a basic hip-hop beat, generally with a lot of kick and a tight snare. Look online for a prerecorded jazz instrumental, can be whatever instruments you feel like (piano, sax, guitar etc). Overlay it with the drums until you find a fit that sounds good, if you wish you can slow or speed up the instrumental to make it fit the drums better. TL:DR though, look up a good tutorial.
