Pick a fan. xenophile and the Diplomatic Corps civic in the editor (+4 envoys). Then close the Diplomacy tradition tree and choose the Shared Destiny ascension perk (+3 envoys). Then apply the Diplomatic Grants and the Bureau of Espionage (unlocks when the Quantum Hacking technology is researched) edicts, thats 2 additional envoys. then set Diplomatic Stance in your policies to Cooperative. And then send all your envoys (9 in total) to the girl you want to date. They will improve your relations and slowly get favors. I recommend you to send her gifts (energy and minerals will be good enough). When you get good relations, establish federation with her (use previously collected favors if you dont have enough acceptance). And thats it. Feel free to improve strategy. And sorry for my engrish.
