The answer to that will differ from job to job...the most expensive parts of a build is the foundation and roofing structure. Any reputable will be able to give a material price break down...the labour prices is contractor dependant.

I think in suburban areas the regulations does not allow to build a house with blocks.

I think its preference...the downside of cement blocks is that they tend to draw damp alot easier than clay. The upside is you can complete the build quicker.
